Our Roles
Within County Durham and Darlington Local Resilience Forum, our core team has five members who all play a vital role in preparing for emergencies. Our main focus is to collaborate with others and ensure we are prepared for multi-agency emergencies. Each role plays an important part in our team.
Local Resilience Forum Manager
The LRF Manager leads and manages the LRF core team, overseeing the delivery of the LRF Strategy and Business Priorities to ensure objectives are effectively achieved. Working closely with the LRF Chair and Tactical Business Group Chair, the role helps set strategic goals, prioritise activities and coordinate workloads across the team and wider partnership. The LRF Manager is responsible for managing the Strategic Board and Tactical Business Group meetings, ensuring agendas are developed and supporting documentation is prepared. The role represents the LRF at local, regional and national meetings, maintaining strong relationships with partner organisations. In addition, the LRF Manager chairs both the Debrief Audit Board and MAIP Review Group, coordinates all audit activities, including compliance with Resilience Standards, and oversees the management of LRF budgets. The post also provides financial, capability and performance reports to MHCLG, ensuring accountability and effective governance across all areas of LRF activity.
Local Resilience Forum Community Resilience and Risk Officer
The Community Resilience and Risk Officer provides a dedicated Community Resilience function for the LRF, supporting the management and dissemination of County Durham and Darlington LRF risk information, including the Community Risk Register and responsibilities associated with the National Security Risk Assessment. The role supports the Chairs of the Community Resilience Group, Risk Group and Death Management Group, while also serving as Vice Chair of the Death Management Group and Chair of the North East Community Resilience Group meetings. In addition, the role deputises for the LRF Manager when required, ensuring continuity of leadership and effective delivery of key resilience functions across the partnership.
Local Resilience Forum Coordinator
The Coordinator manages key LRF documentation, including the LRF Handbook, Multi-Agency Communications Plan, and associated training and exercise documentation, ensuring they remain accurate and up to date. The role is also responsible for managing the LRF web pages and chairs the CDDLRF Resilience Direct Champions Group. In addition, coordinating the Warning and Informing, Training and Exercising, and Voluntary Emergency Liaison Group meetings, while providing support to the Chairs of these groups. The post delivers a dedicated training and exercising function for the LRF, supporting partner training needs and representing the LRF team at events. The role also deputises for the LRF Manager and Community Resilience and Risk Officer as required, ensuring continuity of service and effective partnership working across the LRF.
Local Resilience Forum Business Support
The business support provides a dedicated business support function for the LRF, coordinating the maintenance and updating of administrative systems, procedures, policies and contact lists to ensure effective organisational governance and resilience. The role is responsible for maintaining Resilience Direct pages, updating the Specialist Capabilities Document and MAIP contact list, and administering both the Debrief Audit Board and MAIP Review Group. In addition, it undertakes the administration and scheduling of North East Secretariat, North East LRF Chairs and North East Business Continuity meetings, while coordinating the Local Risk Assessment Process. The post also oversees the LRF inbox alongside the LRF Administrator, supports the facilitation of the Community Safety Awards, and deputises for the LRF Coordinator and LRF Community and Risk Officer as required, ensuring the continued delivery of key LRF functions and activities.
Local Resilience Forum Administrator
The Administrator provides a dedicated business administration function for the LRF, supporting the planning and organisation of administrative systems and the maintenance of key contact lists to ensure efficient day-to-day operations. The role is responsible for updating the Plans and Protocols list, maintaining Resilience Direct pages, and providing dedicated administrative support across the LRF team, working closely with the LRF Coordinator and LRF Business Support Officer. In addition, it undertakes the administration and scheduling of all CDDLRF Working Group meetings, coordinates training course bookings and arrangements, including the processing of purchase orders, and oversees the LRF inbox alongside the LRF Business Support Officer. The post also coordinates the CDDLRF Newsletter, creates and maintains the LRF three-year calendar, and deputises for the LRF Business Support Officer and LRF Coordinator when required, ensuring continuity and effective support across all LRF activities.
